Role of Criss Cross International

Provision of [vendor's side] technical advisory services to the Government of Slovenia (Slovenska Odskodninska Druzba, d.d.) to facilitate the equity sale of Ljubljana Airport8. The tasks represented a substantive high-level technical validation of the earlier airport master plan exercise undertaken by CrissCross International with Aerodrom Ljubljana d.d. in 2009-10 (below).

Technical assistance included assembling the Schedule of Information for the Data Room in preparation for the sale.


Results

The transaction successfully completed with a EUR177.1 mil. purchase of a 75.5% stake in the airport by Fraport AG.

Role of Criss Cross International

CrissCross International (CrissX)9 contributed a leading role in developing a 25-year conceptual master plan, phased from 2015 through to 2040.


Project Synopsis

The overall development plan was aimed at the future sustainability of Ljubljana Airport as an on-going concern. The Scope of Work required full technical, regulatory and economic due diligence encompassing:

  • Multi-lateral interfacing with various legislative, regulatory and financial stakeholders;
  • Assessment of traffic forecast & asset condition survey;
  • Environmental impact consideration & mitigation;
  • Phased master planning options through to 2040;
  • Cost-benefit and risk analysis;
  • Technical input for CAPEX and Business Plan modelling;
  • Resolution of land-use conflicts;
  • Rationalisation of regulatory constraints.


9. This engagement was through CrissX's Executive Director (Azlan Morad) in leading and coordinating the project technical team in his capacity as Consultant to Hochtief AirPort GmbH, Germany, and Aerodrom Ljubjana d.d, Slovenia.
